University Audit & Compliance

The University Audit and Compliance (UAC) office at Florida Polytechnic University supports and promotes a culture of ethics, compliance, risk mitigation, and accountability across the University community.

Through independent audits, investigations, and oversight, UAC works to protect the integrity of University operations and ensure transparency in support of Florida Poly’s mission of academic excellence and innovation.

Authority & Purpose

The Internal Audit Charter and the Compliance and Ethics Charter outline the authority, purpose, and mission for Florida Poly UAC as follows:

Authority: UAC has the authority to audit or investigate all areas of the University, including its direct support organizations, auxiliary facilities and services, faculty practice plan corporations, and other component units. Audits, reviews, and investigations shall not be restricted or limited by management, the President, or the Board of Trustees. UAC has unrestricted and timely access to records, data, personnel, and physical property relevant to performing audits, reviews, investigations, and consulting services.

Purpose: UAC shall provide internal audits and reviews, management consulting and advisory services, investigations of fraud and abuse, follow-up of audit recommendations, evaluation of the processes of risk management and governance, and coordination with external auditors.

Oversight & Independence

The Chief Audit Executive and Chief Compliance Officer reports functionally to the Board of Trustees’ Audit and Compliance Committee and administratively to the University President—ensuring independence and objectivity in all matters.

Compliance & Ethics Program

Florida Poly is committed to maintaining the highest standards of legal and ethical conduct. The University’s Compliance and Ethics Program provides a framework for maintaining accountability and integrity across all operations.

Report a Concern

Compliance Hotline

Anyone—students, faculty, staff, business partners, or community members—can report concerns involving noncompliance, fraudulent activity, or unethical behavior. (Policy FPU-1.0125)

Examples of reportable concerns include:

  • Financial mismanagement
  • Misuse of Florida Poly resources
  • Discrimination and harassment
  • Health and safety issues
  • Research misconduct
  • Falsification of information 
  • Information security violations

Florida Poly prohibits retaliation against anyone who reports concerns in good faith. See Policy FPU-1.0125 for more details.

Incidents of alleged and known noncompliance reported on the mechanisms noted above are directed to UAC and thus will be afforded proper consideration, and investigation where warranted, free from influence. Where applicable, such investigations will be conducted pursuant to the “Whistle-blowers Act” as provided for in Section 112.3187(5), Florida Statutes.

Presenter Profile

Michelle Powell serves as the pioneering Risk Manager at Florida Polytechnic University, the state’s sole 100% STEM-dedicated institution. Having been with the university for nearly 11 years, Michelle transitioned from a leadership role in Admissions in October 2023 to establish and evolve the risk management function from the ground up. In this solo capacity, Michelle builds robust frameworks for our dynamic, young university, overseeing our insurance portfolio, consulting on third-party and event risks, and developing critical campus-wide training programs. Michelle has obtained the Committee of Sponsoring Organizations (COSO) Enterprise Risk Management certificate and the Associate in Risk Management (ARM) and Construction Risk and Insurance Specialist (CRIS) designations. Her distinct background in mathematics and engineering, combined with extensive higher education leadership, brings an analytical and strategic approach enhancing the institution’s resilience.
