Jeffrey Beelaert

Jeffrey Beelaert, an attorney, is a partner at Givens Pursley, LLP, in Boise, Idaho. With a deep background in complex, high-profile legal cases, he focuses on administrative and regulatory law, environmental law, natural resources, and appeals and litigation strategy.

Prior to this, he was a partner at Stein Mitchell Beato & Missner, LLP, in Boise. Beelaert also has served in several positions with the U.S. Department of Justice, including as deputy associate attorney general, appellate attorney, and nominations counsel.

As deputy associate attorney general, he supervised high-stakes litigation handled by components of the Civil Division and the Environment and Natural Resources Division, coordinated with various federal agencies, and negotiated a $180 million settlement in a longstanding Clean Air Act enforcement action.

A U.S. Marine Corps. Veteran, Beelaert holds a bachelor’s degree in political science from the United States Naval Academy, a master’s degree in public policy from Duke University, and a law degree from the University of North Carolina.

He is a member of the Idaho, Virginia, and Washington, D.C., bar, and a barrister at the Coke Appellate Inn of Court in Washington, D.C.

Presenter Profile

Michelle Powell serves as the pioneering Risk Manager at Florida Polytechnic University, the state’s sole 100% STEM-dedicated institution. Having been with the university for nearly 11 years, Michelle transitioned from a leadership role in Admissions in October 2023 to establish and evolve the risk management function from the ground up. In this solo capacity, Michelle builds robust frameworks for our dynamic, young university, overseeing our insurance portfolio, consulting on third-party and event risks, and developing critical campus-wide training programs. Michelle has obtained the Committee of Sponsoring Organizations (COSO) Enterprise Risk Management certificate and the Associate in Risk Management (ARM) and Construction Risk and Insurance Specialist (CRIS) designations. Her distinct background in mathematics and engineering, combined with extensive higher education leadership, brings an analytical and strategic approach enhancing the institution’s resilience.
