About
Dr. Hoan Thanh Ngo joined Florida Polytechnic University as an assistant professor of electrical, computer, and cybersecurity engineering in 2025. Prior to this, he was an assistant professor in Florida Southern College’s Department of Computer Science and Engineering.
Ngo’s research interest concerns the development of technologies and systems for precision medical diagnosis and treatment by leveraging advances in biosensors, biophotonics, lab-on-a-chip, and artificial intelligence-for-health. His work has been published in Scientific Reports (Nature Publishing Group), Biosensors and Bioelectronics, Nanoscale, Analytical Chemistry, Lab-on-a-Chip, Medical Imaging with Deep Learning conference, and others.
Throughout his educational and professional career, Ngo has worked to advance knowledge in his field. After earning his master’s degree in South Korea, he taught undergraduate students at International University in Vietnam. In 2009, he assosted Dr. Toi Van Vo, a Tufts University emeritus professor and former executive director of Vietnam Education Foundation, in setting up the first undergraduate biomedical engineering program in Vietnam at International University.
While pursuing a Ph.D. in biomedical engineering with specialization in biophotonics at Duke University, he conducted doctoral research Under supervision of Dr. Tuan Vo-Dinh on the development of novel nanobiosensors and integrated devices for molecular diagnosis of infectious diseases and cancer. Ngo then completed postdoctoral training with Dr. Joseph Izatt at Duke biomedical engineering and Dr. Cynthia Toth at Duke Eye Center on Optical Coherence Tomography for ophthalmology.
In 2018, Ngo returned to Vietnam to serve as vice chair of the Biomedical Engineering Department, Chair of the Medical Instrumentation Department, and Co-head of the Clinical Engineering Laboratory, School of Biomedical Engineering, at International University, Vietnam National Universities in Ho Chi Minh City.
Ngo conducted his second postdoctoral training at Johns Hopkins University’s Whiting School of Engineering in 2021.

This session will demonstrate that practical risk management is for everyone, regardless of a formal program. Attendees will learn actionable and simple strategies that are easy to implement, enabling them to start immediately by focusing on their top risks to build greater operational resilience and ensure the sustained success of their auxiliary enterprises.
Michelle Powell serves as the pioneering Risk Manager at Florida Polytechnic University, the state’s sole 100% STEM-dedicated institution. Having been with the university for nearly 11 years, Michelle transitioned from a leadership role in Admissions in October 2023 to establish and evolve the risk management function from the ground up. In this solo capacity, Michelle builds robust frameworks for our dynamic, young university, overseeing our insurance portfolio, consulting on third-party and event risks, and developing critical campus-wide training programs. Michelle has obtained the Committee of Sponsoring Organizations (COSO) Enterprise Risk Management certificate and the Associate in Risk Management (ARM) and Construction Risk and Insurance Specialist (CRIS) designations. Her distinct background in mathematics and engineering, combined with extensive higher education leadership, brings an analytical and strategic approach enhancing the institution’s resilience.
