Florida Poly celebrates 3rd student residential building with ‘topping out’ ceremony

Construction of Florida Polytechnic University’s third student residential building reached a significant milestone this week.

The University held a “topping out” ceremony at the construction site on Tuesday, Feb. 13, to celebrate, with attendees signing the final steel beam of the structure before workers fastened it into place at the top of Residence Hall III. The next phase of the project will begin with the installation of exterior skin, followed by the building’s interior features.

The five-story, 137,000-square-foot dormitory will expand Florida Poly’s on-campus housing options, aligning with the institution’s increased demand and enrollment growth. The new facility will house 430 beds in a combination of one-, two-, and four-bedroom suites and apartments. It will also feature multiple lounges, study spaces, a large multipurpose room, offices, and define an interior courtyard with the existing housing phases I and II.

“This third residential hall represents a pivotal milestone for our University and will have a tremendous impact on our students’ success and campus life,” said Dr. Randy K. Avent, Florida Poly’s president. “As the University’s reputation continues to rise, this new facility will play a crucial role in supporting our current and anticipated growth for years to come.”

The building is expected to be completed by the beginning of the fall 2024 semester at a cost of $42 million. The project is financed with a tax-exempt public bond issued by the state on behalf of the State University System and will be owned by the University.

The student residential facility is being built by nationwide construction company Clancy & Theys.

“It is always a great milestone in any project to achieve the topping out of the structure, in part by the strong team of subcontractors and suppliers we have. We are well on our way with the interior construction of the project and are looking forward to successful completion this summer,” said Bill Zecher, vice president and Florida division manager of Clancy & Theys. “It will be an exciting time to be able to welcome the students this August into their new home and we are extremely grateful for having the opportunity to be a part of that.”

The University also entered a public-private partnership with Capstone Development Partners to streamline the delivery and design processes for the project. Capstone Management Partners will oversee operations and maintenance services for the upcoming dormitory.

We also want to express appreciation to the members of our design-build team for their hard work, dedication, and commitment to the successful design and delivery of this project, which allowed us to reach this milestone on schedule and tracking within the established budget,” said Walker May, executive vice president of Capstone Development Partners. “Capstone looks forward to the opening of this new student housing community later this summer, and to welcoming hundreds of additional students to experience on-campus living each year at Florida Poly.”

The building was designed by Design Collective, an architectural firm with ample experience creating student-oriented communities and engaging facilities for college campuses.

Michelle Powell serves as the pioneering Risk Manager at Florida Polytechnic University, the state’s sole 100% STEM-dedicated institution. Having been with the university for nearly 11 years, Michelle transitioned from a leadership role in Admissions in October 2023 to establish and evolve the risk management function from the ground up. In this solo capacity, Michelle builds robust frameworks for our dynamic, young university, overseeing our insurance portfolio, consulting on third-party and event risks, and developing critical campus-wide training programs. Michelle has obtained the Committee of Sponsoring Organizations (COSO) Enterprise Risk Management certificate and the Associate in Risk Management (ARM) and Construction Risk and Insurance Specialist (CRIS) designations. Her distinct background in mathematics and engineering, combined with extensive higher education leadership, brings an analytical and strategic approach enhancing the institution’s resilience.
