State University System

Florida’s State University System is a system of 12 public universities created to provide high quality academic degree programs that will help meet the state’s economic and workforce needs and work towards addressing global problems with cutting edge research.

The Governor’s Office

The Governor holds the highest level of executive authority, keeps the Legislature informed on the conditions of the State, directs executive programs and responses toward solving problems and implementing legislative intent, oversees agencies, and participates in Cabinet functions.

State Legislature & Committees

The Florida Legislature is a bi-cameral legislature that is comprised of the Senate and House of Representatives, where members are elected across the state to represent their district.

Legislative Funding

The Florida Constitution requires the Legislature to pass the state’s balanced budget every year. This bill is known as the General Appropriations Act. The Legislature will review and change the Governor’s proposed budget until both Chambers vote and pass the budget. The Governor may veto the budget as well as any other legislation passed by the House and Senate.

Each year, the university will submit a Legislative Budget Request, or LBR, approved by each Board of Trustees. The LBR is a detailed request to the Legislature for the amount of money an institution needs for performance of the function that is authorized them to perform. A LBR is completed for Fixed Capital Outlay (FCO) budget and the Operating Budget.

Trustee Engagement

Trustees are key figures to our University and play an important role when it comes to promoting and supporting Florida Poly throughout the legislative process. Increasing the awareness and support of our campus can be done by engaging in opportunities throughout your community and being involved with legislative and other public advocacy. It is important for us as a University to build and maintain positive relationships with legislative members, the Board of Governors, the Governor, and public officials that will help Florida Poly reach success and allow us to advance the University’s mission and vision.

Presenter Profile

Michelle Powell serves as the pioneering Risk Manager at Florida Polytechnic University, the state’s sole 100% STEM-dedicated institution. Having been with the university for nearly 11 years, Michelle transitioned from a leadership role in Admissions in October 2023 to establish and evolve the risk management function from the ground up. In this solo capacity, Michelle builds robust frameworks for our dynamic, young university, overseeing our insurance portfolio, consulting on third-party and event risks, and developing critical campus-wide training programs. Michelle has obtained the Committee of Sponsoring Organizations (COSO) Enterprise Risk Management certificate and the Associate in Risk Management (ARM) and Construction Risk and Insurance Specialist (CRIS) designations. Her distinct background in mathematics and engineering, combined with extensive higher education leadership, brings an analytical and strategic approach enhancing the institution’s resilience.
